Mandate Timeline Under OTR Order:
These measures aim to enhance product safety, operational reliability, and industrial efficiency.
Manufacturers can apply for one of the two certification options under Scheme-X:
1. License for Continuous Production
Ideal for large-scale manufacturers producing equipment on an ongoing basis. The BIS Standard Mark can be applied to every compliant product under this license.
2. Certificate of Conformity (CoC) – Batch Production
Suited for single or limited batch production. CoC number must be displayed on the product or packaging.
Note: Registration with BIS is mandatory before applying for either option.
Scheme-X certification is structured around three levels of Indian safety standards:
Type A: General Safety Standards
Applicable to all machines—focuses on risk assessment and safe design principles
(E.g., IS 16819:2018 / ISO 12100:2010)
Type B: Specific Safety Standards
Covers safety functions like emergency stops, protective devices, and ergonomics
Type C: Machine-Specific Standards
Applies to individual machines with detailed safety requirements. If there's a conflict with A or B, Type C prevails.

To qualify for BIS Scheme-X, the manufacturer must:
Be an OEM with a physical manufacturing unit (India or abroad)
Manufacture equipment listed under the OTR Order
Ensure compliance with the corresponding Indian Standard (IS)
