What is REACH Certification

REACH (Registration, Evaluation, Authorization, and Restriction of Chemicals) is a comprehensive EU regulation designed to safeguard human health and the environment from risks posed by chemicals. If you are chemical manufactures or imports chemicals into the European Union in quantities exceeding 1 tonne per year, compliance with EU REACH is legally Mandatory.

This regulation applies to pure substances, chemical mixtures, and finished goods that may release hazardous substances—impacting a wide range of industries worldwide.

Who Needs REACH Certification?

REACH applies to all players in the chemical supply chain, including:

  • Manufacturers producing chemical substances
  • Importers bringing chemicals or goods into the EU
  • Downstream users may opt for Intermediate registration at reduced cost.

Even articles such as electronics, toys, fabrics, or cosmetics may fall under REACH if they contain or release regulated substances.

Why Your Business Can’t Ignore REACH

REACH compliance isn’t just a Legal requirement—it’s a strategic advantage. Whether you’re a manufacturer, importer, or only representative, EU Reach registration ensures:

  •  Unrestricted market access to the EU
  •  Reduced legal risks and liabilities
  •  Stronger Global Reputation for Safety & Sustainability

Failure to comply can lead to sustainable fines, market bans, or rejection of your products in the European market.

What Substances are Regulated?

REACH, Covers:

  • Substances – Pure chemical elements or compounds (e.g., formaldehyde). These substances may be mono-constituent, multi-constituent or UVCB substances.
  • Mixtures – Blends like inks, detergents, paints, or adhesives. However, mixtures directly are not subject to registration. Rather, their components are required to be registered.
  • Articles – Manufactured goods that release substances during normal use (e.g., toys or garments)
  • Polymers-As per the current regulations, monomers of the polymers are required to be registered.

If your product or its components fall under any of these categories, registration and compliance are Mandatory.

Step-by-Step REACH Certification Process

  1. Analysis of Sample (which includes identification and quantification data)
  2. Technical Dossier Submission – Inquiry dossier is submitted to ECHA for evaluation. Chemical Safety report is submitted for classified substances.
  3. Getting the access to LoA studies from Lead registrant.
  4. Chemical Safety report (CSR) preparation
  5. Submission of Member dossier to ECHA
  6. Payment of authority fee to ECHA as per the company size.

Key Requirements for Certification

To achieve REACH-Compliance, companies must:

  • Register substances with the European Chemicals Agency (ECHA)
  • Submit a Comprehensive technical dossier
  • Provide Safety Data Sheets (SDS) for each chemical
  • Conduct Chemical Safety Assessments (CSA) and document exposure scenarios for the classified substances based on tonnage bands.
  • Manage authorizations and restrictions for high-risk chemicals (SVHCs)

India’s Emerging Chemical Regulation (India-REACH)

India is moving toward REACH-style chemical management through the proposed Chemicals (Management and Safety) Rules (CMS Rules). Although not yet in force, this draft legislation would require:

  •  Registration of chemicals above 1 tonne/year
  •  Annual reporting and safety notifications
  • Pre-import approvals for priority substances

KMA GLOBAL actively monitors these developments to help clients stay ahead of compliance, requirements.

Frequently Asked Questions

What is REACH certification ?

REACH (Registration, Evaluation, Authorization, and Restriction of Chemicals) certification is a European Union regulation that ensures chemicals used, manufactured, or imported into the EU are safe for human health and the environment.

Who needs REACH certification ?

REACH certification is required for manufacturers, importers, and distributors of chemical substances in the EU. Any company that produces, imports, or supplies chemicals in quantities above 1 ton per year must comply with REACH regulations.

Why is REACH certification important ?

REACH certification ensures legal compliance with EU regulations, enhances product safety, protects human health and the environment, and enables companies to trade freely in the European market.

What substances need to be registered under REACH ?

All chemical substances manufactured or imported into the EU in quantities of 1 ton or more per year must be registered, except for exempted substances such as water, polymers, and naturally occurring minerals.

What are the key steps to obtaining REACH certification ?

  • Pre-registration of chemical substances
  • Full registration with ECHA (if required)
  • Submission of technical documentation
  • Chemical Safety Assessment and Risk Evaluation
  • Compliance monitoring and reporting

How long does the REACH registration process take ?

The duration depends on the complexity of the substance and the amount of data required. On average, it can take several months to a year to complete the full registration process.

What happens if a company does not comply with REACH regulations ?

Non-compliance can result in legal penalties, fines, product recalls, or restrictions on selling or distributing products in the EU market.

Is REACH certification mandatory for all businesses ?

Yes, any business that manufactures, imports, or distributes chemicals within the EU must comply with REACH regulations. However, some substances are exempt from registration.

Can a non-EU company obtain REACH certification ?

Non-EU companies cannot register substances directly. They must appoint an EU-based "Only Representative" (OR) to fulfill their REACH obligations.

What is an Only Representative (OR) under REACH ?

An Only Representative (OR) is an EU-based entity appointed by a non-EU manufacturer to take responsibility for REACH compliance, including substance registration and risk management.

How does REACH certification affect product labelling ?

Companies must ensure that safety data sheets and proper labelling are in place, including hazard classifications, precautionary statements, and chemical composition details.

. What is the cost of REACH certification ?

The cost varies based on the number of substances, data requirements, and company size. Fees include ECHA registration charges, testing costs, and consultancy fees.

How does KMA GLOBAL help with REACH certification ?

KMA GLOBAL provides complete support, including consultation, documentation, safety assessments, registration with ECHA, and ongoing compliance monitoring.

What industries require REACH compliance ?

Industries that handle chemicals, including pharmaceuticals, cosmetics, electronics, textiles, automotive, and manufacturing, require REACH compliance.
