Introduction to the Standard - IS 1489 (Part 2): 2015

The Indian Standard IS 1489 (Part 2): 2015 Portland-Pozzolana Cement (Calcined Clay Based) is a type of blended cement manufactured by using of calcined-clay pozzolana (or using a mixture containing calcined clay) that is combined with Portland cement clinker and gypsum, in specific proportions.
This form of Portland-Pozzolana Cement (PPC) is designed to enhance the durability, reduce the heat of hydration, improve aggressive water resistance containing sulphates and chlorides control alkali-aggregate reaction.
In today’s environment of construction, this calcined clay based PPC offers many environmental benefits like (reducing clinker content & lowering carbon footprint) as well as technical advantages in large-scale infrastructure and for exposed works.

 

Purpose / Why BIS Certification Is Needed for Portland-Pozzolana Cement (Calcined Clay Based)

  1. Quality assurance & market credibility - A manufacturer who is producing PPC as per IS 1489 (Part 2) must ensure compliance with the specified chemical/physical parameters so that the product should meet performance expectations in the required field.
  2. Regulatory mandate - PPC as per IS 1489 (Part 2) is listed under the mandatory QCOs orders as ISI Mark for cement products under the Bureau of Indian Standards (BIS).
  3. Legal requirement to sell in India – Without having a valid BIS license/ISI Mark on the product, manufacturers cannot legally sell cement-products (including calcined-clay PPC) for general use in India.
  4. Sustainability and infrastructure performance – Using a certified PPC assures the end user of lower heat generation, increases durability, better resistance in aggressive conditions and contributes to sustainable construction.

Documents Required for BIS Certification

To apply for BIS certification under the IS 1489 (Part 2) for Portland-Pozzolana Cement (Calcined Clay Based), the manufacturer should prepare these following (non-exhaustive) documents:

  • Completed BIS application form as per ISI Mark certification Scheme I.
  • Business registration certificate (company/partnership).
  • Manufacturing unit details: For example - factory address, layout, process flow diagram, equipment list etc.
  • Quality control manual that specifies how PPC conforms to IS 1489 (Part 2) parameters (raw material, calcined clay pozzolana, clinker, gypsum).
  • Raw material test reports (clinker, gypsum, calcined clay pozzolana) show conformity to specifications.
  • Preliminary test reports of the product (PPC) show fineness, soundness, setting time, compressive strength, drying shrinkage, etc. as per IS 1489 (Part 2).
  • Internal laboratory set-up details: equipment list, calibration records, competent personnel details.
  • Scheme of packing, labelling, bag marking (including ISI mark) and storage.
  • Declaration of conformity and undertaking to comply with ongoing BIS surveillance.
  • For foreign manufacturers who are exporting to India need additional documents such as authorised Indian representative details, export documentation etc.

 

Applicable BIS Scheme (ISI / CRS / Scheme X / FMCS)

For Portland-Pozzolana Cement (Calcined Clay Based) as per IS 1489 (Part 2), the applicable certification scheme is:

  • ISI Mark Certification - Scheme I -: Cement products as this IS 1489 Part 2 falls under the BIS’s mandatory product list under Scheme I.
  • For foreign manufacturers who are supplying to India, the Foreign Manufacturer Certification Scheme (FMCS) is applicable.
  • At present there is no separate Scheme X or CRS specifically mentioned for PPC cement. (Scheme X is geared more towards machinery, electrical equipment etc.)

Hence, domestic manufacturers should apply under Scheme I, ensuring ISI mark certification and foreign manufacturers should follow FMCS certification.

 

Testing & Labelling Requirements

Testing Requirements

As per IS 1489 (Part 2):2015, the manufacturer must ensure the product PPC should meet the following key test/parameter requirements:

  • Fineness (typically Blaine or specific surface area)
  • Soundness (Le Chatelier method)
  • Setting time (initial and final)
  • Compressive strength (e.g., 3, 7, 28 days)
  • Transverse strength (optional as per purchaser-manufacturer agreement)
  • Drying shrinkage
  • Chemical tests (loss on ignition, insoluble residue, SO₃, alkalis, etc)
  • Calcined clay pozzolana testing (percentage, activity, fineness)
  • Other tests as required under IS 1489 (Part 2):2015.
    A well-equipped in-house laboratory is a necessity for performing or verifying these tests. The manufacturer must maintain calibration records, trained personnel, and quality control procedures.

Labelling & Packaging

  • Once BIS issues the licence, the manufacturer becomes eligible to print the ISI mark/BIS standard mark on each bag or package of PPC-calcined-clay based.
  • For batch identification, manufacturing date, grade, BIS licence number should appear on the packaging.
  • The manufacturer must ensure ongoing conformity; if any lot fails on testing, the ISI mark on that lot must not be used and recall/segregation must to follow internal procedures.
