Sulphate Resisting Portland Cement (SRPC) - IS 12330:1988
Introduction to the Indian Standard - Sulphate-Resisting Portland Cement as per IS 12330
The Indian Standard (IS) 12330 specifies that the specification for Sulphate Resisting Portland Cement (SRPC) is a specialized type of Portland cement that is designed to perform in environments exposed to high levels of sulphate ions (for example, marine, sewage, sulphate-rich soils).
The standard outlines the SRPC test procedures, chemical and physical requirements, and manufacturing route.
In practice, this cement variant is used where durability is in the aggressive conditions & is essential such as foundations in sulphate-rich ground, coastal structures, tunnels, and wastewater treatment plants etc.
Why BIS Certification Is Needed
There are many reasons to obtaining a BIS licence from Bureau of Indian Standards (BIS) is compulsory for SRPC as per IS 12330, some of are given below:-
- Regulatory compliance: Cements that are produced or sold in the Indian market must comply with the relevant Indian standard and carry the Standard Mark (ISI mark) under the (Quality Control Order) for the Cement issued under the BIS Act.
- Quality assurance: BIS ensures the Certification required for SRPC must meet the low C₃A content, controlled strength, soundness and other characteristics that are required for reliability in sulphate-challenged environments.
- Market access & credibility: Having a BIS licence/ISI mark helps manufacturers and importers to gain customer trust, participate in tenders, and to avoid rejection through customs.
Certification Process
Here is a step-by-step overview of certification process like how a manufacturer (or exporter) can obtain the BIS certification for SRPC as per IS 12330:
- Submission of application – Prepare and submit the required application form to the BIS, that includes detailing of product, about manufacturing facility, quality control system and other information.
- Documentation review – BIS reviews the submitted documents (technical specifications, manufacturing layout, quality control procedures, etc).
- Factory inspection – BIS officials schedule factory audits to inspect the manufacturing unit, production line and quality control lab to confirm the infrastructure and compliance process.
- Sample testing – Cement samples should be taken and tested in BIS-approved labs to check the parameters listed under IS 12330 (e.g., fineness, setting time, compressive strength, soundness).
- Grant of licence – If the product meets the requirements as per the Indian standard, then BIS issues a licence that gives the right to use the Standard Mark (ISI Mark) on the product.
- Ongoing surveillance – maintain records, submit periodic samples, ensure continued compliance, allow audits by BIS required for post grant of licence to the manufacturer
Documents Required for BIS Certification for IS 12330
Documents that you’ll need to submit include:
- Application form to BIS (covering product, manufacturer, quality control system)
- Technical specifications of SRPC (as per IS 12330)
- Manufacturing process flowchart and plant layout
- Details of in-house testing laboratory and list of equipment
- Quality control personnel qualifications and organisational chart
- Test reports from BIS-approved labs for required parameters
- Packaging and marking details (how the ISI mark will appear)
- Business registration documents, trademark (if applicable)
- For foreign manufacturers exporting into India: appointment of an Indian Authorised Representative (AIR) and documentation thereof.
Applicable - BIS Scheme (ISI Mark / Scheme-I)
SRPC certification as per IS 12330, falls under Scheme-I (Product Certification Scheme) of BIS.
Domestic manufacturers in India must obtain a BIS licence under this scheme I to use the Standard Mark. For foreign manufacturers who are exporting to India, must comply with the foreign manufacturer certification scheme (FMCS).
The (Quality Control Order) 2003 and subsequent amendments for Cement mandates that the cement sold/manufactured or imported in India must comply with the relevant IS standard and carry the BIS licence / ISI mark.
Requirements for Testing & Labelling
The following tests are essential for SRPC in accordance with IS 12330 and the related Product Manual:
- Insoluble residue
- Loss on ignition
- Fineness (Blaine method)
- Setting time (initial and final)
- Soundness
- Compressive strength
- Transverse strength (optional, as per agreement)
- Requirements for packaging and marking must be met: before the mark is applied, the material in each bag must meet the specifications, and each bag or package bearing the Standard Mark must be properly labelled.
