Introduction to the Standard

IS 1489 (Part 1): 2015 - Portland Pozzolana Cement (Fly-Ash Based)
Fly-ash based Portland Pozzolana Cement (PPC) is made by when inter-grinding or uniformly blending of ordinary Portland cement clinker/OPC with fly-ash based product (like coal-fired power plants) along with gypsum, in the defined proportions. It is known as blended hydraulic cement.

Manufacturing, chemical, physical, packaging, marking, and storage requirements for this type of cement set out under this standard IS 1489 (Part 1)
also, the fly-ash content shall be not less than 15% and not more than 35% by mass of the cement.

This standard is currently active and was reaffirmed in 2020.
For both Indian & Foreign manufacturers, adherence to this IS 1489 (Part 1) and obtaining certification under the Bureau of Indian Standards (BIS) is essential before selling in India.

 

Purpose / Why BIS Certification Is Needed

  • Ensuring consistency in product quality: If PPC manufactured as per IS 1489 (Part 1) then it shows defined chemical & physical characteristics (such as fineness, setting time, soundness, compressive strength) which protects construction quality.
  • Regulatory compliance: Cement has been regulated under the Cement (Quality Control Orders 2023) and previous (QCOs) issued under the Section 14 of BIS Act, 1986, such that Portland Pozzolana Cement (Fly-Ash Based) must need BIS certification to carry the ISI mark that conform to IS standards.

Documents Required for BIS Certification

Key document categories include:

  • Administrative: Business registration, factory address & ownership details.
  • Technical: Product specification sheet, manufacturing process flow, raw material conformity (e.g., fly-ash to IS 3812, clinker to IS 16353)
  • Quality Control & Testing: In-house lab details, list of test equipment, quality control personnel details, sample test reports.
  • Commercial: Application fees, licence fees, marking fees, cost of laboratory testing and audit.

 

Applicable BIS Scheme (ISI / CRS / Scheme X / FMCS)

For this product under IS 1489 (Part 1): 2015, Scheme-I (Product Certification Scheme) is applicable for certification under the BIS Conformity Assessment Regulations, 2018. As per the Product Manual issued by BIS that confirms “Licence is granted to use Standard Mark on Portland Pozzolana Cement - Fly-Ash Based as per IS 1489 (Part 1): 2015”.
Manufacturers who are exporting to countries may also follow this scheme for export compliance (e.g., ISI mark for export quality), but domestically it is a mandatory requirement to attain the BIS certification under the Scheme-I.

 

Testing & Labelling Requirements

Testing Requirements:
As per the product manual for this IS 1489 (Part 1) lists of key tests includes:
insoluble residue, loss on ignition, fineness, setting time, soundness, compressive strength, and others.
Labelling Requirements:
On every bag or package of Portland Pozzolana Cement (PPC) must bear the ISI Mark along with the licence number, and conform to packing, marking, labelling requirements as per IS 1489 (Part 1). According to IS, manufacturers must ensure the availability of production batches, test certificates, and "Best Before" dates.
